Atlas Folder Migration Plan

Purpose

This plan stabilizes the ECC Research Atlas folder taxonomy after the Sustainable / green ECC extension sources (ingested 2026-08-18) step created several off-taxonomy domain folders. No files are moved by this plan; it is a proposed migration map for approval.

Proposed execution phases

Phase 0 — approval checkpoint

Do not move files until this plan is approved. The reference counts are high, so direct deletion would break many links.

Phase 1 — create or merge canonical destination nodes

For move actions, copy the full node to the canonical destination. For merge_then_redirect, append only unique source-grounded content to the existing canonical node under a section such as ## Migrated supporting notes. For move_or_create, create the destination only if the concept is not already covered by a stronger existing node.

Phase 2 — replace old files with redirect notes

Each old file should remain temporarily as a redirect note, e.g. This node has moved to ... Do not add new evidence here. This avoids breaking any unpatched links while the dashboard and graph are regenerated.

Phase 3 — patch references

Patch Markdown and CSV references from old paths to new paths in: claim-evidence matrices, source indexes, paper cards, source notes, graph edge files, lab positioning files, teaching files, and AI workflow files.

Phase 4 — regenerate graph and dashboard

Regenerate rendered Markdown pages, graph edge views, dashboard links, and validation reports.

Phase 5 — final cleanup

After at least one validation pass with zero missing links, either keep redirect notes permanently or remove empty old folders if no remaining references exist.
