Evidence Upgrade Plan

Purpose: raise the evidence density of the Atlas from seed-level narrative to book-anchored claims with equation numbers, table numbers, and figure numbers. Each priority below lists (a) files to upgrade, (b) source files to inspect, and (c) exact output artifacts to create.

All claims that cannot be verified against extracted text remain marked needs verification per PROJECT_RULES.md.

Priority 1 — Chapter 2 equations/criteria and Chapter 4 direct tension/crack width

Cross-priority conventions

• Every upgraded claim is written as: statement, followed by — Ch. X §Y.Z, p. NNN (needs verification) when the exact page cannot be confirmed against extracted text.
• Numeric values include units with a single space between number and unit, except angle units which are attached to the number, per user convention.
• Symbols are typeset in italics; units are typeset upright.
• CSV files are written as UTF-8 with BOM (utf-8-sig).
